Why don't high-nutrient foods (veggies, fruits, good proteins) fill me up?

I am 5'6 128 lbs (I gained 20 lbs in a year after being at an unhealthy 108 lbs and in major never-hungry starvation mode for a few years, which I know wrecked my metabolism). Now that I'm back to eating, my appetite came back with vengeance and I gained the weight. I'm ALWAYS HUNGRY. I'm now trying to lose a few lbs and eating extremely healthy. All I drink is water (64 oz/day), two cups of green tea (which I heard curbs appetite), veggies, fruits, good proteins and few simple carbs. I use agave nectar or honey if I need to add sweetener to anything. Anyhow, I have two MAJOR problems...First, I still get major sugar cravings that don't get satisfied with fruit what-so-ever, and..... I am NEVER satisfied hunger-wise unless my meal includes carbs (with some type of sugar, i.e. oatmeal with agave nectar, cereal w/ agave nectar, cookies, donuts, simple but mainly complex carbs, etc). I wake up at 7am have breakfast, workout and start my long day. And no matter how much veggies, fruit, protein, green tea, and water I fill myself with, I stay unsatisfied, that is, unless I eat some type of carbs and sugar!! So this rules out the theory of... I could be thirsty, I'm eating bad sugars that make me hungrier, I don't get enough protein, and all the other reasons people suggest could be causing my severe hunger pangs. Oh... and also, breakfast makes me hungrier throughout the day as well (no matter what breakfast, i.e. egg white omelette w/ spinach and a fruit, or real oatmeal w/ nuts and agave nectar). Please help!!! My days are so long and the whole time, I'm thinking about food :(
